Samuel Ndayishimye, National Director, Stakeholder Relations & Quebec, Windmill Microlending 

We’re delighted to share that Samuel Ndayishimye has joined Windmill Microlending as the new National Director, Stakeholder Relations & Quebec. Samuel started the role in August 2025.

Reporting directly to CEO Claudia Hepburn, Samuel will be a key member of Windmill’s leadership team, responsible for: 

  • Increasing government funding to expand Windmill’s reach, 
  • Guiding the partnerships team to ensure more newcomers can access the financial support they need to restart their careers and,  
  • Providing support to Windmill’s Quebec office and initiatives across the province. 

Samuel’s personal and professional journey reflects the very mission Windmill stands for. Originally from Rwanda, he immigrated to Canada with his family and has spent the last 14+ years building a distinguished career in government. Most recently, he served as Chief of Staff at Statistics Canada, where he led a team of 10 and acted as the right hand to the Deputy Minister. 

Despite opportunities to continue rising within government, Samuel chose to launch his own venture focused on coaching immigrants and public servants to navigate complex systems and excel in their careers. But when we introduced him to Windmill Microlending, everything clicked. This role brought together his passion for mentoring newcomers, his deep understanding of government, and his commitment to impact, all in one powerful opportunity. 

Samuel brings with him a wealth of experience, an MBA, and fluency in both French and English. Based in Ottawa, he is strategically positioned to deepen Windmill’s relationships with key federal stakeholders and government partners. 

Throughout the recruitment process, Samuel stood out as a strategic and articulate leader, described by references as calm under pressure, forward-thinking, and deeply trusted. They spoke to his ability to provide sound guidance to senior leadership—including the Deputy Minister—and his integrity, thoughtfulness, and respect in navigating complex challenges. Known for building strong relationships at all levels, he was consistently described by those who reported to him as “the best boss I’ve ever had.”
